Commission On Human Rights Should Exist To Do Check And Balance Not Perform Selective Justice

The more I think about it the more I think Atty. Persida Rueda V. Acosta should be the head of the Commission on Human Rights or somebody from PAO who has her integrity. By looking at the past few days she's doing the check and balance that CHR should be doing. If Atty. Acosta were the CHR head I would gladly approve of her getting a raise. But for Gascon, he can get so low as PHP 1,000.00 or even less because he's not doing his job.

But what about Cheato Gascon? All he does is serve his own interests. What should also be amusing to find is that from the Manila Times, editor Rigoberto D. Tiglao shows how Gascon is actually a threat to human rights himself. He's no different than his predecessors who are making human rights something that can be bought with money.

Here's what Tiglao shows on the link between Gascon and UN Shabuteur Agnes Callamard which was written last May 10, 2017 for extra reference:

It was Gascon who invited UN Special Rapporteur Agnes Callamard to give a speech at the CHR’s anniversary event. Callamard has been so obnoxiously critical of the country’s war against drugs there is a tsunami of outrage against her. It was even the CHR that paid Callamard’s air fare and five-star accommodation.

One demonstration of Gascon’s propaganda expertise was when his staff brought media to a cell in a precinct in Tondo which was blown up to be portrayed as “secret cells”. The connotation of course was that since the detainees were concealed, they would be executed soon. The “raid” was undertaken in the evening when it would be dark outside the window, which therefore made it appear closed, necessary for such a cell to be kept secret. Daytime photos of the cell though show a huge window with bars. And that operation was timed during the Asean Summit.


I guess this further verifies that the outrage of Callamard has nothing to do with justice but her own greed. After all, think of how Gascon paid for her air fare and five star accommodation as a guest. But I don't think it's not that only gesture but also, Gascon must be paying her more than just what a respectful host would provide. Instead, he was most likely paying her to spew her nonsense such as saying that shabu doesn't cause acts of violence.

So why would he pay a nutjob to defend him? He's a nutjob. I don't see lying about shabu as something that doesn't lead to violence as check and balance. If he were concerned about check and balance why is he defending the use of dangerous drugs? If he was concerned about check and balance he could have paid experts from Singapore and Taiwan in how be effective in the war against drugs. The problem isn't the war itself but poorly thought out policies. 

How CHR should function in helping in check and balance

I remembered reading Get Real Philippines (GRP), I read that CHR is not a law enforcement agency. Okay, it's a research body. I think GRP should reconsider its stance on abolishing CHR. I have reconsidered my stance since abolishing CHR for incompetence would also mean abolishing every other government agencies for incompetence. This should be list of questions to ask. Should we abolish DSWD because of Stinky Soliman or should we get a better head? Should we abolish the DOTC because of Joseph Pabaya or should we get a better head? I thought how CHR is an organization that can help keep check and balance if the organization undergoes massive cleanup. Abolishing CHR may also result in abolishing all the government agencies. Instead, keep it around with changes for the organization. 

CHR should help document all forms of human rights violations regardless who does it. You are a victim of human rights abuses whether it's a policeman, a politician or even a common crook who does the crime. This is misdeeds done by anyone. Those who are victimized by the Maute terrorists are victims of human rights. Those who are victimized by abusive cops are victims of human rights. Also, shouldn't you also report abusive policemen to the police station as well? The idea of not reporting abusive policemen to the police station they're assigned in is like complaining about a Jollibee employee's lack of performance to McDonald's. CHR can help the police gather evidence against abusive policemen to get that policeman fired. CHR can also help gather evidence against criminals to make sure only criminals get punished and they get what they deserve.  

Should I mention victims of drug addicts and drug syndicates are also victims of human rights violations? Right now, there's more and more drug pushers getting murdered by corrupt policemen who either don't follow simple guidelines and/or paid by drug syndicates. Drug syndicates will do everything to silence their subordinates as the war on drugs continue. This may also be a desperate effort to "link" the current administration to the drug crimes done by the previous administration. Let's think of how the "beloved" Leila Dilemma's performance is questionable at best from CHR to the Department of Justic from her drug raid to actually coddling selected criminals. CHR should also help do research on the violated human rights of these victims to make sure that drug syndicates lose their case in court. 

My proposal for the new CHR would be it will remain as a research body. CHR, the Philippine National Police and the Public Attorney's Office will help each other. Maybe, they will help do research for both offices such as forensics and find clues to help each other. Let's give a scenario of a crime. Let's just say that in this crime scene we see Marbobo Roxas and Antonio Trillanes rob a bank. The CHR will help in the fact-finding with the PAO and the PNP. The PNP arrests both Marbobo and Trillanes. CHR will find facts to help condemn Marbobo and Trillanes for their activities. PAO will help assist in the victims of the crime scenario. PNP will help in the law enforcement. In the case of abusive cops, CHR will help document evidence to help PAO and PNP get rid of abusive cops. That's what CHR should be doing unlike what Gascon is doing.
