Unfortunately, reading comprehension is REALLY LOW in the Philippines . People just comment and comment away - that's why I don't bother feeding the trolls like Benign0 does in his site, Get Real Philippines , which he seems to enjoy feeding trolls thus shrinking his credibility. As the Dengvaxia fiasco is still going on -- this incident proves one thing that government frameworks do matter . It's time to consider first world countries and which countries do perform better. As much as I advocate for opening up the economy but I don't think it should stop there. Remaining in a unitary-presidential system may cause the Philippines to have a 14 day traffic or more in EDSA or any place in Imperial Manila. Now it's time to consider how a parliamentary system could have lessened the chances of the Dengvaxia fiasco.  According to  CNN Philippines  --   here's something that former president Noynoy Aquino said concerning Dengvaxia said that inadvertently showed why the presidential system is faulty: Aquino, who attended the joint hearing of the Senate Blue Ribbon, Health, and Finance panels into the Dengvaxia vaccine controversy as a resource person, said no questions were raised when the now-controversial vaccine was bought during his term....

Right now, I read some news which was unfortunately taken out of context when Dr. Scott Halstead has spoken about the whole Dengvaxia fiasco. GMA-7 has reported that Dengvaxia diagnosis can't be based alone on autopsy -- which itself may be true but most people still want to use the report to discredit Atty. Persida Rueda V. Acosta's current investigations. I think Atty. Acosta herself can use some of these hints which were left behind by the 87-year-old doctor. On the other hand, I wonder how bad will the Dengvaxia fiasco if both Mar Roxas and Antonio Trillanes IV became the Philippines' president and vice president . It's time to think about what could happen. Dr. Janet Garin will be gone so think of what if President Roxas and Vice President Trillanes appointed even more stupid people. The Dengvaxia mass vaccination will continue but it won't just go to children. Soon enough, there will be mass vaccination for teenagers and adults. It's no surprise that Atty. Persida V. Rueda-Acosta a true public servant has been maligned yet again by fake news spreaders. Whether it's calling her "way more biased than Atty. Chito Gascon" to her being just being "talk and talk"-- the list can go on. It's not surprising that Abante TNT has now even made such a maligning statement that Public Attorney's Office has allegedly said that there's no evidence that Dengvaxia is fatal -- which I'm translating it for the sake of non-Tagalog speakers.  What does Abante TNT mean? It's disgusting to how Chito Gascon apparently shows very little concern for the Dengvaxia victims. So who's the real Commission on Human Rights chairperson right now in practice? If your answer is Atty. Persida V. Rueda-Acosta then you've got that right. Atty. Acosta is investigating all human rights violations whether they are done by state agents or not. It doesn't take a political scientist to understand the basic fact that  CHR should go after all human rights violations -- and not just those committed by state agents. I read how so many victims of DengVaxia went to the Public Attorney's Office on Monday . This is where I'd like to ask -- does Gascon even deserve his budget or even to be called attorney? He's an attorney but he's one who doesn't live up to his name or his current position. It just gets tiresome to think about how the Liberal Party always has frequently its misplaced priorities. One of these now involve the problem of Dengvaxia vs. Rappler. Let's face it which is more important? CRappler's license at the SEC as a media company or the Dengvaxia case? CRappler a company which is one-sided journalism (while lying that they are "independent") or would it be the Dengvaxia case?  This really reminds me of the whole problem of Jim Paredes and Raissa Espinosa-Robles . If someone really is doing the job as a Commission on Human Rights chairperson --  it's not Atty. Chito Gascon but Atty. Persida V. Rueda-Acosta Acosta . While Atty. Gascon only makes noise whenever it's convenient for him -- we have Atty. Acosta who is doing fair investigations. You can think of how she handled Kian Delos Santos' slay case  with much less biases all the while CHR is asleep because its chairman is asleep. Atty. Acosta knows that all human rights violations must be investigated. So why is the Public Attorney's Office stuck doing the check and balance work that CHR should be doing? It's no thanks to Atty. Gascon's lousy leadership. Yes, the problem is Atty. Gascon and not CHR. CHR just needs to be cleaned up . He should have investigated all human rights violations and put the rights of law abiding citizens first over that of criminals. It's really amazing how Jim Paredes still wants to blame President Duterte for everything wrong. One has to use a bit of historical common sense. What he's doing is a chronological error where he thinks that former president Noynoy Aquino has nothing to do with Dengvaxia. It's time to think about the uselessness of Cheato Gascon as the head of the Commission on Human Rights . The problem is how can the supporters of Gascon himself can still think that CHR should only investigate charges done by police and military . With that in mind, I'd like to raise up some issues based on common sense that you don't need a political science degree (which I don't have either) to understand the basics. What issue is that? One of the biggest casualties and incidents of impunity on the rise during the Noynoying Years  is with former DOH Secretary Janette Garin .
