How often have I thought that the Philippines doesn't need Commission on Human Rights until thought how many organizations would have the "need" to be abolished because of incompetence. Rotten relief goods is not because DSWD exists but because Stinky Soliman is a neglectful DSWD secretary. Taxes are converted into legalized theft not because of BIR but because of people like Butcher Abad and Kill Henares. The breakdown of the MRT is not because of the DOTC but because of Joseph Emilio Pabaya. The same goes for the CHR where the problem is not the organization itself but people like Leila Dilemma, Etta Rosales and Cheato Gascon.
I think one person who could replace Gascon would be Atty. Persida V. Rueda-Acosta. Atty. Acosta herself managed to hammer that idiot Agnes Callamard. CHR celebrated its 30th anniversary which isn't even worth celebrating. Has it really met its objective to defend human rights or just use human rights as a cover to do its selfish motives? I doubt it because of all the bribery, corruption and power hungry people who are running it. Dilemma's run from CHR to DOJ has been purely show business. The drug raid in Bilibid last 2014 was most likely for show. The results last 2016 showed how much corruption was still prevalent no thanks to CHR and DOJ. Then we have Rosales and Gascon making noise only when it's convenient for them. Then we have idiot Callamard who makes stupid statements that are proven wrong by science. She was even invited during the 30th anniversary of an organization that fails to meet its objective because of stupid people running it.
CHR can only be effective if and if it really supports the war on crime while giving suggestions on how to fight crime better. A good example would be is that if I were the president then I propose something that's too brutal then CHR will give me alternatives. Let's say my alternative would be to massacre all addicts but CHR will say I should focus on rehabilitation of addicts (assuming they haven't become big time criminals yet) while hunting down drug syndicates. They could help in protecting the human rights of the victims of crime such as those in Marawi. Atty. Acosta could be the exact opposite of Gascon himself.
Right now, there may be better candidates but you may consider Atty. Acosta may be someone who could reform CHR for the better.
