It's time to consider the whole problem of criminals in general. Defenders of the likes of Leila Dilemma, Etta Rosales and the current CHR chairperson Cheato Gascon want to spread the same disinformation all over again that CHR shouldn't do anything unless the violators were from the police or military. While abusive policemen and soldiers should get punished for abusing their authority but human rights violation is not limited to them.
How do we define human rights abuses? Beyond Intractability defines it as follows:
To protect human rights is to ensure that people receive some degree of decent, humane treatment. To violate the most basic human rights, on the other hand, is to deny individuals their fundamental moral entitlements. It is, in a sense, to treat them as if they are less than human and undeserving of respect and dignity. Examples are acts typically deemed "crimes against humanity," including genocide, torture, slavery, rape, enforced sterilization or medical experimentation, and deliberate starvation. Because these policies are sometimes implemented by governments, limiting the unrestrained power of the state is an important part of international law. Underlying laws that prohibit the various "crimes against humanity" is the principle of nondiscrimination and the notion that certain basic rights apply universally.
If you noticed in the second paragraph, you will realize that examples of crimes against humanity include genocide, torture, slavery, rape, enforced sterilization or medical experimentation (ex. #DengGate) which can be done by anyone. The definition doesn't limit itself with soldiers and military as idiotic lawyers like Dilemma, Rosales and Gascon would want us to believe. It can be done by anyone and all human rights violations must be investigated. They fail to consider that soldiers and policemen who break the law should already be considered as criminals.
If CHR is supposed to mean Commission on Human Rights then they should investigate all human rights violation. The victims of the Maute plague, the Dengvaxia fiasco, victims of NPA raiding and the like are all victims of human rights violation. They need to investigate all forms of human rights violations regardless. That's why House Speaker Pantaleon Alvarez even mocked Gascon saying that if the latter wants money then get it from the criminals. CHR is supposedly funded to help monitor and defend the human rights of law-abiding citizens over that of the criminals. Criminal rights do exist such as the right against police brutality but rights of law-abiding citizens come first. How can anyone tag #endimpunity if all they care first is the rights of criminals over law-abiding citizens?

It should be top priority right now to fire Gascon and all the Dilawans from CHR. Before, I used to consider abolishing CHR but now I vote for reforming it instead. If CHR were more independent and headed by competent lawyers then there's no problem in its existence. Remember the problem isn't usually the government agency but stupid people who run it. This is top priority and both Justice Secretary Vitaliano Aguirre Jr. and PAO Chief Persida Rueda V. Acosta need to double their time in finding a competent replacement for Gascon.
