Is it me or does Franklin Drilon get more irritating to listen to? I can't be sure if it's either greedy, stupidity, or a bad combination of BOTH that has made him suddenly voice out against charter change. Just remember a couple of times charter change got opposed namely during the Ramos Administration and the Arroyo Administration. He mentions about Filipinos not having food or jobs yet does he see (if ever) that charter change or better renamed as constitutional reform is badly needed?
Why talk about constitutional reform? The Philippines NEEDS a new system and not just a change of officials. The misconceptions of the 3PA are against the parliamentary system as "perpetuating dictators", federalism will empower warlords when it's feudalism, and that economic liberalization will cause an invasion of foreigners have led to the Philippines' still ONGOING decline. Yes, I'm even referring to a decline in this term too because of the SYSTEM. Worse, we've had the long-decades problem of misinformed Filipinos fighting against economic reforms. Filipinos have been opposing the reforms out of ignorance and they believe the naysayers. Meanwhile, naysayers laugh their way to the banks at the expense of misinformed Filipinos. Yet, some misinformed Filipinos choose to stay with David Guerrero's tagline "It's More Fun in the Philippines" than to actually understand the real situation.
How can the parliamentary system be better in dealing with future epidemics even if it's not COVID-19? Some presidential countries in Asia have adopted parliamentary features such as Taiwan and South Korea. Both Taiwan and South Korea have prime ministers without any term limit in contrast to presidents. It's crazy to compare Singapore's immediate action and being able to have a low death rate in spite of high infection while despising charter change. Does Richard Foronda Heydarian ever bother to study other political systems? Granted, he's supposed to be a political analyst unlike myself who is just another commerce graduate. Heydarian could've considered that systems do matter whenever he praises another country over President Rodrigo R. Duterte's performance. I don't care of Heydarian doesn't like Duterte. The problem is has he seen why the leaders he praised have done better than Duterte?
There is the balik probinsya program but how can that be done if economic development is NOT spread according to needs? Since when did Imperial Manila become the decider of everything and all decision making should be at the capital? There are local laws and national laws. Evolving federalism in itself will grant more spread out development. Don't buy the BS that federalism means one central constitution with many sub-constitutions. I wonder where that 4Ps-obsessed get that information when he lives in a federal country? Just read the Constitution of Malaysia - it's just ONE constitution governing the federation. 17 drafts don't mean there will be one constitution and 17 other constitutions. Balik probinsya can only work when economic development provides jobs for Filipinos all around the country through asymmetric federalism. The Imperial Manila system is just sucking in development at the expense of other regions.
Economic liberalization would have helped better with dealing with epidemics. Consider that Vietnam got better with free trade even if it's still considered a communist country. China got better with free trade ever since Deng Xiaoping overthrew Mao Zedong's protectionist policies. Drilon speaks of jobs but how can Filipinos have more jobs if there are too many job seeker and too little job providers? I doubt that the government can generate jobs on its own without policies that encourage private investors to do so. The irony is that OFWs are also sent to countries that benefit greatly from foreign investments. It's because investors bring in employment and revenues. Why are people still believing that only foreign investors will benefit if you let them invest in the Philippines? Foreign investors are bound by the laws where they invest and they must pay taxes if they want to continue. Foreigners paying taxes is just like tenants who pay monthly rentals. Rentals create income for the lessor. Taxes from foreign investment create income for the Philippine government. Yet, some some people stupidly still get don't get the point.
Changing the system is now or never. Just think would you wait until all the COVID-19 patients have recovered before you upgrade the hospital? It would be too late because of a lousy system runs the hospital then more people will die from COVID-19. However, if you start upgrading the hospital's equipment and work processes then you end up getting ready for yet another outbreak. It would be important to make sure that the hospital does immediate action rather than wait for all the patients to recover, right?
