How Evolving Federalism Can Help Spread Out Development

Although federalism is probably one area where I'm somewhat critical of because it's said, "There's no one size that fits all." for it or some federal countries are doing bad -- I just thought about how and why federalism is also needed. But take note that I want to make it the LAST PRIORITY because there's the first priority should be complete economic liberalization.

I was thinking about the second Mactan International Airport that had both the work of Noynoy Aquino and President Duterte. I was thinking how the problem of why it was left unfinished was not only because of Noynoy's term limit but rather the hurdles of the presidential term limits but also shouldn't responsibility be delegated? That makes states or regions responsible for their airports? In short, a better way of handling it is that neither Noynoy nor President Duterte should be the one finishing all the airports!

So what does PDP-Laban intend to do? Centralize all powers to President Duterte as nutjobs like Neri Colmenares and Teddy Casino want to suggest? In contrast, here's what they want to do with the evolving federalism:

ARTICLE X REGIONAL AND LOCAL GOVERNMENTS

Section 26. EACH REGION SHALL HAVE EXCLUSIVE LEGISLATIVE POWERS APPLICABLE WITHIN THE TERRITORIAL JURISDICTION OF THE REGION OVER THE FOLLOWING:

(7) REGIONAL DEVELOPMENT PLANNING;
(8) FRANCHISES, LICENSES AND PERMITS TO LAND, SEA AND AIR TRANSPORTATION PLYING ROUTES IN THE PROVINCES OR CITIES WITHIN THE REGION, AND COMMUNICATIONS FACILITIES WHOSE FREQUENCIES ARE CONFINED TO AND WHOSE MAIN OFFICES ARE LOCATED WITHIN THE REGION.

With that in mind, regions will stop overrelying on the Central Government. Whoever says that the 17 drafts are 17 constitutions to be added to make 18 constitutions is dreaming. Rather, it's ONE Constitution that rules all the regions or states but they are decentralized. It's not a one size fits all and some countries can be fine with unitary (small ones) but even if the Philippines is smaller than China but it still 7,107 islands can benefit more from federalism than unitary.
