Looks like Spox Harry Roque meant what he said when he was going to throw hollow blocks. To throw hollow blocks may mean to throw huge pieces of the truth against the stones of the lies thrown by critics. He's now thrown his hollow blocks showing he's not making an empty threat. He's thrown hollow blocks and some of them have hit Cheato Gascon's rather faulty reasoning.
Here's what he said and I agree with him on this one:

“So far, I’ve not heard any investigation conducted by the CHR on the atrocities committed by the Mautes,” he said.
“It is always atrocities allegedly committed by state agents ‘no. And their position has been consistent, [their] role is to document abuses of human rights committed by state agents, which is wrong, because international humanitarian law punishes everyone, even non-state actors," said Roque.

How is this throwing hollow blocks? Simple. All CHR's current administration does is throw their stones in the form of of weak arguments. He throws the hollow block of truth saying that international humanitarian law investigates everyone and not just state actors but also non-state actors guilty of said crime. If CHR is concerned about human rights then why isn't it investigating all forms of human rights violations?
For one, CHR means Commission on HUMAN Rights. The idea that human rights organizations in general should just investigate state actors is stupid because it should investigate ALL forms of human rights violation. This brings up the question that should be asked whether or not abusive soldiers and policemen should be considered criminals or not. He also throws the hollow block of hard solid facts that CHR should also investigate the human rights crimes done by the Maute terrorists. Victims of crime are still victims of human rights violations.
What many Filipinos in support of the current administration should do is this. It's time to stop dealing with very petty argument one at a time. Instead, it's time to throw hollow blocks of hard truth at the members of #TindigPilipinas.
