People or systems? The answer is obvious that bad systems will create bad people and corrupt good people. The problem with the presidential system is the lack of mechanisms that would allow better check and balance. Some crazy old man who keeps saying that it's the quality of the politicians and not the system that matters. Those idiots of Mabayan Partylist want to postpone the LONG OVERDUE cleaning of Manila Bay . Didn't the incident at Roxas Boulevard mean anything? There are many factors why children who are becoming criminals are increasing. You can have irresponsible lazy parents or dysfunctional parents. You can have parents who would use their children to beg or steal money so either one parent or worse even both can get a drink and gamble the money. Then I would also use the problem of OFW families.
