Posthumous Thought: What If The Late Noynoy Aquino Was Also Arrested By The ICC Before COVID-19 Struck?
Noynoy Aquino is DEAD and it's beating a dead horse. However, I couldn't help but imagine what if Noynoy Aquino was arrested while the Philippines was still a member of the International Clown Court (ICC). Last time, I made the mistake of thinking that Human Rights Watch was simply closing its eyes on the Yellows. However, it turns out that Noynoy had a doubtful legacy of human rights. WUT? That's what the Noytards may say as they revere their hero. It might be that Noynoy would be another baldy man revered despite having a questionable record -- pretty much like Ho Chi Minh, Vladimir Lenin, and Mao Zedong. Lenin may have improved the Soviet economy BUT he's still got a genocide record. Deng Xiaoping may have brought China out of the dumps but the Tiananmen Square incident is a blot to China's history!
A look back at Noynoy's assessment by Human Rights Watch (HRW) would've probably made him "fit" to be arrested by the ICC
This was written by the HRW (which also criticizes Rodrigo R. Duterte, whose currently under arrest) about NOYNOY HIMSELF:
In the 659-page World Report 2016, its 26th edition, Human Rights Watch reviews human rights practices in more than 90 countries. In his introductory essay, Executive Director Kenneth Roth writes that the spread of terrorist attacks beyond the Middle East and the huge flows of refugees spawned by repression and conflict led many governments to curtail rights in misguided efforts to protect their security. At the same time, authoritarian governments throughout the world, fearful of peaceful dissent that is often magnified by social media, embarked on the most intense crackdown on independent groups in recent times.
“Since his election, President Aquino held out the promise of a rights-respecting Philippines for which he has sadly been unable to deliver,” said Phelim Kine, deputy Asia director. “While the number of serious violations has declined during Aquino’s administration, ongoing killings of prominent activists and the lack of successful prosecutions mean there’s nothing to prevent an upsurge of abuses in the future.”
In the first eight months of 2015, Philippine military and paramilitary groups allegedly killed more than a dozen tribal leaders and tribal community members, local rights groups reported. Military operations in areas in Mindanao, heavily populated by indigenous peoples, contributed to the displacement of 243,000 since January, according to the United Nations refugee agency (UNHCR). Many of those displaced faced inadequate food, shelter, and health care.
Nine journalists were killed in 2015 – three of them over 10 days in August. Only one suspect was reported arrested in these attacks. Killings of alleged petty criminals, drug dealers, and others by “death squads” or contract killers in several cities continued unabated. In some cases, the killings were publicly encouraged by local officials such as presidential candidate and Davao City Mayor Rodrigo Duterte.
Children throughout the Philippines face a wide range of human rights abuses. As a September 2015 Human Rights Watch report documented, in small-scale gold mining, children are exposed to extremely hazardous work conditions, working deep underground, diving underwater to dig for gold, and processing ore with toxic mercury.
Armed conflict prevented children in a number of areas from attending school, and paramilitaries raided several schools, killing a school administrator in August. In Manila in November, authorities detained hundreds of poor and homeless, among them many children, to clear the capital of street dwellers during the Asia-Pacific Economic Cooperation (APEC) summit, a practice previously used during high-profile events.
“While Aquino’s presidency has had a mixed record on rights issues, ultimately he has failed to make the institutional reforms to ensure a lasting positive human rights legacy,” Kine said. “The Philippines’ next president must be prepared to tackle deep-seated impunity for abuses by state security forces and the corrupt and politicized criminal justice system.”
The SAME Kine who recommended Duterte's arrest doesn't paint Noynoy as a saint either. Noynoy FAILED to deliver. Was Noynoy a silent killer like Mao was during the time in China? One more term for Noynoy may have undone his economic achievement. Who knows that Noynoy might've pulled his own version of the Great Leap Forward and the Cultural Revolution? Noynoy might've launched the Isang Daang Bulaklak campaign to weed out his critics -- all the while he will blame Gloria. Noynoy may have been spared from the ICC with him NOT having a second term! Kine's report may paint Noynoy as either neglectful or a subtle murder -- if ever!
The first two years of Noynoy revealed the lack of abuses going unpunished. Sure, the Human Rights Watch demanded Liela Dilemma's release. However, the same organization still called Noynoy a FAILURE. However, HRW's stance on Dilemma may change as well. Why are they going unpunished? Neglect or Noynoy is also involved? That's something that couldn't be determined.

As Rodrigo Duterte is arrested on charges of "crimes against humanity," it is important to ask how it is possible that he was able to orchestrate a campaign of mass murder that killed approximately 30,000 impoverished Filipinos. The following is a twitter thread I wrote in 2021:
These are the statistics of mass murder conducted before the eyes of the entire world. Blood drips from the hands of many. Who was responsible for this immense crime?
30,000 were slaughtered in the past five years. They were shot in their homes by police; they were executed by vigilantes and their corpses left in the streets.
Rodrigo Duterte orchestrated this. He gave immunity to the police and military and urged them to kill. He dehumanized the victims. More than any other figure, this death toll is his crime.
Duterte whipped up a fascistic frenzy in broad social layers. He depicted anyone accused of drug use as vermin and called for their extermination. This is the root of the vigilante killings.
The Philippine police orchestrated and oversaw the vigilante murders, even paying these paramilitary hitmen for each corpses. The state and the fascists worked as a unit in a reign of terror.
The overwhelming majority of the Philippine elite sanctioned this, even enthusiastically welcomed it. Duterte, backed by a small political party, had the largest supermajority of support in Philippine history.
Many of those now posing as independent supported this policy. Manny Pacquiao and Isko Moreno are among the guilty.
The opposition Liberal Party was instrumental in Duterte's rise to national prominence. While he oversaw death squads in Davao, Duterte was a member of the Liberal Party.
President Noynoy Aquino offered Duterte the position of DILG chief to replace Jess Robredo. Duterte was already well-known as a fascistic, murderous thug.
Akbayan was an intimate partner of the Liberal Party while Duterte was one of its members. They said nothing. Duterte campaigned for Aquino in 2010, as did Akbayan, but they made no effort to distance themselves from him.
A majority of the Philippine news media failed to expose the danger posed by Duterte. Some like the Manila Times endorsed him.
A good many other news outlets treated his campaign declarations of 100,000 dead bodies as a "joke," and published op-eds calling for him to be more decorous.
A majority of the international press repeatedly claimed that Duterte's death squads were "wildly popular," ignoring the fact that the same surveys found that 8/10 Filipinos feared for their lives.
The Obama White House initially welcomed the "war on drugs." Sec of State Kerry provided $32 mil in earmarked funding for this war, while hundreds had already been murdered and Duterte spoke of slaughter.
It was only when Duterte reoriented his foreign policy to China that the Obama admin began to speak of human rights.
The Trump White House was openly friendly to Duterte. Duterte reported that Trump in a phone call had told him that the US needed to learn Duterte's techniques to deal with the "goddamned shit guys" coming from Mexico. The White House never corrected this statement.
Bayan and the various NatDem organizations are particularly guilty. Over the space of more than a decade they built intimate ties with the Davao mayor, while he exercised a reign of terror on the city.
Bayan and co campaigned for him in 2016, hailed him as "progressive," declared that the war on drugs was a "boon to the poor." They entered his cabinet and remained there for nearly two years, while over 10,000 people were murdered.
Jose Maria Sison and the CPP were responsible for this policy. More than any other person, Sison was responsible for presenting a fascist as progressive.
The NPA offered to join the war on drugs and Sison announced this on CNN. Sison said that Duterte was "left" and "socialist." He led the leadership of the CPP-NDF in Duterte's fascist fist salute.
All of these now lie to cover up their guilt. The police claim to be investigating. Duterte seeks immunity. The Liberal Party announces its opposition. Bayan claims it never supported Duterte. The CPP denounces Duterte as a fascist.
30,000 are dead in a vast conspiracy against the poor and working-class Filipinos.
Mark each one of the guilty parties. Do not forget their crimes.
Assuming what Scalice had written is true -- we've had a FAILED Legion of Doom falling on itself. Just think that Duterte campaigned for NOYNOY back in 2010. If Duterte INDEED monitored the Davao Death Squad as a DILAWAN back then -- there must be some kind of falling out between Liela and Duterte. In short, Liela probably needs to answer for MUCH BIGGER CRIMES and that her turning against Duterte is but a facade. Did Liela even address it when she was in the Commission of Human Rights under Gloria? Again, I'm not a historian and I'm just another blogger.
Pretty much, if these were all true, Duterte's arrest is but selective justice. Why wasn't Noynoy arrested after his term ended?!
What if Noynoy were arrested by the ICC before the pandemic?
Duterte's arrest is debatable. I'm no lawyer so I'm NOT going to comment. I'll just observe what lawyers are saying now. However, I'd imagine what if Noynoy were arrested by the ICC. Things may have different. In fact, the Philippines may have even been THROWN OUT OF THE ICC if what Scalice said was true and there was EVIDENCE sent to the ICC -- while Noynoy was still alive!
I could imagine if it happened. Let's say a warrant of arrest was issued against Noynoy. Chances are that Noynoy may go with the ICC personnel PEACEFULLY. However, before his departure, Noynoy will tell everyone the usual blame game. Noynoy may tell the news, "This ICC arrest is a conpsiracy by Gloria!" Noynoy would be boarded.
The plane would head to the Netherlands. Noynoy might annoy the ICC personnel in the plane. Noynoy may irritate them with his nonstop talk about how everything is Gloria's fault. Chances are that the plane personnel may have to tranquilize Noynoy before he keeps talking about Gloria. Noynoy arrives in the Netherlands where he will say, "If you see me here at ICC -- remember it's Gloria's fault!"
I could imagine the ICC tribunal might even get annoyed further. Every questioning done to make him answer for his FAILURES -- he will blame Gloria. The tribunal might even get irritated because Noynoy will KEEP BLAMING GLORIA. It might even result to the ICC might end up kicking the Philippines out because of HOW ANNOYING Noynoy may have become. Noynoy might end up spending most of his free time writing documents of how, "It's all Gloria's fault!" Noynoy may end up getting escorted (but gagged) back to the Philippines. The ICC may even say, "He's all yours!" then kick Noynoy out of the plane.
An alternative is that Noynoy may have lived -- if he were arrested and detained in the ICC cell. Medical services there may have prevented Noynoy from dying of renal failure. However, it may also mean Noynoy might throw a tantrum because he couldn't smoke inside the detention center. Noynoy may even be banned from smoking due to health issues. Noynoy might be alive but in a looney house -- where he will be blaming Gloria day in and day out!
