I compared the Kayabangan Partylist and the Ho Chi Minh Communist Youth Union (HCYU). Since it's still summer vacation in Vietnam and there may be more Vietnamese tourists in the Philippines -- what if the members of the HYCU had a vacation in the Philippines? Both the HCYU and Kayabangan Partylist are youth recruitment organizations that wear blue. However, a look at the HCYU logo and the Kayabangan Partylist logo would tell them from each other.
What can't be denied is that a lot of Filipinos suffer from LOW READING COMPREHENSION. I could imagine if HCYU members arrived to the Philippines for a vacation. They can arrive in different areas of the Philippines. They may arrive at the Ninoy Aquino International Airport (NAIA) or any airport. They would probably wear their blue shirts that strongly resemble Kayabangan Partylist's blue shirts. These shirts may have Vietnamese words on the back.
Here are the shirts of Kayabangan Partylist with a different logo. The logo seems to resemble the Katipunero movement during the 1890s. Until now, Kayabangan Partylist still denies its ties with the Communist Party of the Philippines-New People's Army (CPP-NPA). However, Kayabangan Partylist needs to explain why it gave tributes to the late Joma Sison. People with poor reading comprehension might even ignore the obvious difference is the usage of Tagalog and Vietnamese words. The HCYU logo uses Vietnamese words.
A close look at the log of the HCYU differentiates it from Kayabangan Partylist. One can recognize the logo has the Vietnamese flag and Vietnamese words written above it. It's different from the Kayabangan Partylist. Obviously, one needs to observe closely because they may wear the same colors but they're no tthe same organization. There's nothing to suggest that Kayabangan Partylist ever interacted with the HCYU either.
This photo from the Saigon Giai Phong News gets another detail. One of the higher-ups (rightmost) looks like Rep. France Castro of the Alliance of Complaining Teachers. After doing some Google searches -- "France Castro" here is actually Nguyen Thi Thu Van of the Lac Hong University. Thi Thu Van would probably need to be careful as she looks like France. It would be funny if Thi Thu Van went to the Philippines and parents would think she's France.
Angry parents might end up assaulting HCYU members thinking they're Kayabangan Partylist members. Chances are the HCYU members may not have a good command of the English language. If they can speak English -- they might not even know how to speak it fluently. Angry parents may have a lot to answer to both the Philippine Government and the Vietnamese Government. The HCYU may be Communists but they're not the target of the National Taskforce to End LOCAL Communist Armed Conflict (NTF-ELCAC). The target of the NTF-ELCAC are subversives that serve the cause of the CPP-NPA -- not those that work for the CPV or the Chinese Communist Party (CCP).
Another possible comedic scenario is if the HCYU might attract Kayabangan Partylist recruits. Just imagine recruits of Sarah Jane I. Elgago would find the HCYU recruiters hotter. It might end up with Kayabangan Partylist recruits wanting to go to Vietnam. Parents would have a right to scathe the HYCU if their children would say, "Mom can we join the HCYU? Their recruiter is hotter than Elgago!" I don't think the HCYU would be too interested in recruiting Filipino youths.
What I want to happen is an economic debate between HCYU and Kayabangan Partylist. Have the HCYU go to the UP School of Economics. HCYU members may flaunt their iPhones and MacPROs as much as the other side. HCYU would try to show off their knowledge from the Vietnam Institute of Economics with RESULTS based on Vietnam's economic standing. Kayabangan Partylist might just cringe or play foul after the debate.
