Did Noynoy Aquino Bother To Realize Why The Chinese Debt Trap Happened Under His Term?

It's almost like Noynoy Aquino indeed has selective amnesia as he does remember that he had loans from China. However, does he even know how he got into the debt trap in the first place? CNN Philippines reveals that he has several concerns such as not being able to pay and how China can seize anything from the Philippines for that. Now that's a valid concern but has he even thought of why debt traps also happened under his watch too. He did mention he inherited some of them from Gloria Macapagal-Arroyo's term. Just think the Aqueduct projected was started late in Gloria's term and finished in the middle of his term.

The criticism is indeed valid but the question is right now -- did he bother to analyze what got the Philippines into the debt trap in the first place? Noynoy may have made at least 29 important economic amendments to continue some economic projects that Gloria Macapagal-Arroyo made. However, under his term, he did have his problems such as the wasted Yolanda funds and if I'm not wrong he also had overpriced projects that didn't translate well economically. If that's true then he's at fault for the debt trap, right?

So I wonder does Noynoy have any alternative to where President Duterte can get money? This is also the problem of the presidential system -- it's very hard to introduce alternatives. He could have been the Opposition Leader while we he must contend with Prime Minister Duterte regarding what he calls the Chinese debt trap. Also, if he did mismanage the funds under a parliamentary system -- he would have been kicked out by a vote of no confidence!
