Allocate Proper Budget For CHR But Fire Cheato Gascon First

The whole proposal for PHP 1,000.00 per yer budget for the Commission of Human Rights can backfire badly. Before that, Congress should think logically that if they want to abolish CHR then they might as well abolish the following offices (just to name a few) as well due to incompetence:
  1. Department of Social Welfare and Development because of Stinky Soliman.
  2. Department of Transportation and Communication because of Joseph Pabaya.
  3. Bureau of Customs because of Alberto Loony
  4. Department of Health for a series of health fiascos.
  5. Philhealth because of Risa Hontivirus

In short, if you're angry at CHR (a government function) instead of the one that's making CHR defective then you're barking up the wrong tree. The problem itself has nothing to do with having an organization that helps monitor human rights. Instead, it's all about stupid people who run the organization making it useless while it's meant to be useful.

Having a body to help do research on human rights violation is good as it helps to monitor activities. The problem is CHR's function is that should investigate ALL human rights violations and not just those done by policemen and the like. It's illogical to think that CHR should only handle cases done by policemen and state authorities. Don't tell me it's not a human rights violation if you're a victim of crime by just anyone. When a policeman breaks the law they must no longer be considered policemen. Besides, shouldn't you report abusive policemen to their respective offices and isn't it the Philippine National Police's job to fire them? CHR then should the PNP find all the victims of this abusive cop so they can make sure that those victims get their rights. They should also do the same for victims of criminals to find evidence against him/her to make sure the human rights of the victims are protected. 

So what's my proposed solution? Give CHR its proper budget which will include Cheato Gascon's and other well-known Dilawan's separation pay. It would be time to appoint a new Chairperson for CHR. Right now, I can only think of Atty. Persida V. Rueda-Acosta to be a possible candidate though she could also replace Chief Injustice Lourdes Serreno. Atty. Acosta could be the new Chief Justice all the while anyone who works with her can replace Gascon. The Achilles' heel that needs to be fixed right now is CHR's Gascon and the Dilawans. CHR is involved in partisan politics only because it's got some really devious people inside it. It's not "independent" as UN Shabuteur Agnes Callamard would claim it to be. Gascon was after all Liberal Party's campaign manager.


By firing Gascon and putting in a competent chairperson then CHR will truly do its check and balance by monitoring all victims of human rights abuses. Does Gascon even imply you're not a violated person unless it's a cop or any law enforcer who does the crime? His line of reasoning is just stupid. CHR should also help avenge the victims of rape and massacre because they are victims of human rights violation. Just think who's being the real CHR chairperson now? Gascon or Atty. Acosta? Please, that kind of reasoning is why CHR could end up getting abolished. But as said, my current stance is to reform the CHR into a competent organization to investigate ALL human rights violations and help the PNP and PAO with their jobs. Firing Gascon won't abolish CHR. It would just mean CHR got rid of garbage that shouldn't even be there to start with.

All I can say is restore CHR's budget but FIRE CHEATO GASCON FOR GOOD! If possible, arrest him for whatever mishandling of funds he did during his term and for whatever money he has been receiving from criminals.
