A Minister Of Audit And A Shadow Minister Of Audit Would Be Better

I was thinking about the recent awards that Vice President Leni Loud Robredo got from the Commission on Audit (COA). Did she really deserve her awards or is it because its current head, Michael G. Aguinaldo, was an appointee of the late Noynoy Aquino last 2015? I can't be certain if Aguinaldo himself gave it out of honesty or out of partisanism. Though, this reminds me of the big problem of the "opposition" right now is rather scrambled. It's not just the government but ALSO the opposition that's rather scrambled. Leni Loud is trying to become the opposition leader and vice president at the same time. Chito Gascon of the Commission of Human Rights is from the opposition. Aguinaldo of the COA is also from again - the opposition. This is really a joke of a check and balance. Both PDP-Laban and the Liberal Party are in a game of lottery since there's no real formal opposition.

However, what if we really had decided that Duterte appoints his own Minister of Audit while Aguinaldo served right now as the Shadow Minister of Audit? It would be because both PDP-Laban and the Liberal Party should have their own set of ministers. Every minister in the government must have a corresponding minister in the shadow parliament. Aguinaldo as a shadow minister of audit would obviously be in favor of the opposition. Duterte's appointment of his own minister of audit would be in favor of the government. The Minister of Audit is now under the scrutiny of the Shadow Minister of Audit. 

What would Aguinaldo's job as the Shadow Minister of Audit is to scrutinize the Minister of Audit of the government. It would be like Aguinaldo's job is to show holes concerning the ACTUAL Minister of Audit. Aguinaldo will raise up issues like the Government's budget deficit. Whoever the actual Minister of Audit will be must answer Aguinaldo's claims. Aguinaldo also needs to present evidence and not just hearsay. Both sides are to be answerable to each other. 

However, the only real LEGAL WAY for the Liberal Party to hold PDP-Laban accountable is the parliamentary system. It would require a real formal opposition to reflect the government's actions or to serve as a shadow to the actual government. Aguinaldo should be serving right now as the shadow minister of audit since he belongs to the Opposition and not the Government.
