Yellows Could've Criticized Duterte On Spot Under A Parliamentary System Live On-Air For Filipinos To See


Right now, I want to achieve a balance between DDS vs. Dilawan. Here's Atty. Chel Diokno from the Liberal Party highlighting President Rodrigo R. Duterte's failure to talk about the failed justice system. I appreciate Diokno for his concern. However, the big problem remains that as long as Diokno is against shifting to a parliamentary system - he's shooting his own foot with a bazooka. This is what I'd like to highlight about the problem of the SONA. SONA is best called State Of No Achievement or Speech Only No Achievement because that's what it is - the presidential system usually ends up on that road. I'm not going to say both the late Noynoy Aquino or Duterte are total failures - both of them could've done better under a parliamentary system. 

The SONA is one of the biggest jokes of the presidential system. The SONA only happens once a year like Christmas. The speech that ANY PRESIDENT makes is delivered once a year. The big question is where is the ground for the opposition to directly make formal objections. Diokno was only able to voice his objection AFTER the SONA was finished. Diokno is in the opposition. #OtsoDiretso is in the opposition. The question is did the presidential system give them the ground to object to Duterte in a roundtable? None at all! What's the use of Diokno objecting AFTER the SONA than DURING the SONA? That's where the presidential system falls dead again - the opposition is hardly heard!

However, let's think of what if we had a parliamentary system and the weekly question hour. What if weekly question hours were done. Let's just think that the banner of PDP-Laban is raised by Prime Minister Rodrigo R. Duterte and the Liberal Party banner is raised by Manuel "Mar" A. Roxas II. Duterte begins to deliver his 7.5 minutes only speech as the opening. Roxas then answers with his 7.5 minutes only speech to object to Duterte. The DDS would have their own cabinet and the Dilawan would have their own cabinet. Let's say that Harry Roque is the Minister on Human Rights and Diokno is the Shadow Minister on Human Rights. Can you imagine if Diokno was able to finally raise it up during the weekly question hour and said, "I'm afraid that the Government is yet to address this and that..." then he presents some data to show the lapses of the drug war. Diokno then says, "If we want to have a successful drug war - we must address poverty. We must not treat the addicts as criminals but only the dealers. Look at Portugal!" Roque and Diokno must exchange rounds towards a common feasible solution to prevent any more lapses. 

Eventually, the news for the evening will present the scores between DDS and Dilawan in parliament. The goal is to establish a solution. Maybe, we'd have a win of Duterte beating Roxas while Diokno beats Roque. I don't really care if the Yellows will have a voice once more. What's more important than petty vendettas is the change to a parliamentary system.
