Pasaways Shouldn't Get A Free Pass This COVID-19 Outbreak

While criticism of the Duterte Administration (or ANY administration) for that matter is a must but it must be done with the motive of IMPROVING the government. I don't have any problem with having an Opposition as long as they offer useful alternatives. It would be very easy to criticize the government WITHOUT offering any solutions. Others are now exaggerating the problem. I even remembered writing about Filipinos who refuse to follow simple guidelines while expecting the quarantine to end. Some even dare say that the problem shouldn't be blamed on pasaways (stubborn in English) but on government. The government does deserve scrutiny for any mistakes it has then again so do pasaway citizens. The government should be scrutinized by the people and the people should be scrutinized by the government. In a parliamentary setting, both the majority and minority scrutinize each other.

There's always the fallacy that pasaways love to say and that it also happens in other countries. I agree that pasaways are also in other countries and that the Philippines doesn't have a monopoly for it. Some would even say that there's the absence of a plan and overall government incompetence. While government incompetence and absence of plans aren't excusable then why should pasaways get a free pass? Just because the government has its mistakes doesn't mean people should be free to break rules. If they are told to do social distancing because COVID-19 is highly contagious then they should follow that order. If they are told mass gatherings aren't allowed then no one is exempt - DDS, Yellowtards, etc. should be subjected to it. Don't tell me that government officials who are pasaway should get a free pass this COVID-19 because some idiot arrogantly says, "Don't tell me it's because of the pasaways."

If there was really a pasaway index in the ASEAN then consider the Philippines has the highest. Consider how the pasaways on other countries are very few in contrast to the Philippines. Try going to developed ASEAN countries and notice how low the pasaways are. Singapore has a very low pasaway rate which has helped it cope up with the sudden surge of COVID-19 cases. Taiwan itself also has a very low rate of pasaways in contrast to Mainland China. If China is having some problems in certain areas - consider Chinese pasaways themselves are as much to blame as the stupid government. The Philippines' high rate of pasaways almost everywhere you go makes you wonder why the country hardly moves forward.

How to get rid of the pasaway culture of the Philippines? It's time to consider constitutional reform is also priority. Why upgrade the hospital only when the plague is over? Upgrade the hospital as many times as necessary because there will always be incidents to follow. Some countries are presidential yet their use of parliamentary features minimized the damages. Economic reforms for one would actually help such as removing the negative list entirely. I think that's the first priority in upgrading the Philippines so more Filipinos will have more jobs. However, I'd also go for shifting to parliamentary and going for asymmetric federalism too rather than just removing Article XII entirely.
