One of the biggest reasons is because of what could be Plan B -- if Mar Roxas loses then their best bet is Leni Loud Robredo, right? Evidence of cheating is already abundant such as the use of the 25% shaded ballots that have voted for Leni Loud. That would be obvious proof of cheating. But now let's consider another fear -- even if Leni Loud is affirmed to have won fair and square but shifting to a parliamentary system clearly won't be in her favor.
What the presidential system lacks is the real weekly question hour. Like how often do presidents and vice presidents go to one anyway? The parliamentary system would have a much different setting -- presidents serve as the unifying figure known as the Head of State while prime ministers serve as the Head of Government. The Prime Minister is the scrutinized by the Opposition Leader. The Prime Minister may have the highest position in the land, the majority wins the government section yet the minority is given the right to speak up. That's hardly there in a presidential system. The weekly question hour pits both the Majority and Minority against each other in a Weekly Question Hour.
I could imagine how Deputy Prime Minister Leni Loud really answer the questions. Did you remember the number of times she failed to account for anything when she was asked such as her budget claims which she couldn't defend. Now let's imagine it happening not monthly but WEEKLY in a parliamentary system. Chances are she's most likely going to be unable to answer the questions in the forum. Just imagine that after Prime Minister Duterte answers to Opposition Leader Panfilo Lacson that she would fail to bring up the budgeting matters properly. She would end up getting a vote of no confidence which would put her at odds with the whole parliamentary setting. Maybe, even senators from her side of the coin will vote against her too!
