Prime Minister Noynoy Aquino Won't Be Able To Suppress The Truth That Long Under A Parliamentary System


What I really find so annoying about Get Real Philippines is how often they attack Noynoy Aquino without seeing the REAL ISSUE that allowed him to do so. Before I forget -- I'll greet a belated happy birthday to Noynoy first. One of the GRP articles written by the ever-clueless Benign0 was titled "President Noynoy Aquino’s extensive history of suppressing the Truth". The article was written during 2013 and featured an article written by Francisco "Kit" Tatad at the Manila Standard Today in an effort to expose Noynoy's true colors. But what if the Philippines went parliamentary during the 2000s and the Liberal Party of the Philippines became the Government Bloc of the Parliamentary Republic of the Philippines? We would have Prime Minister Benigno Simeon Cojuangco Aquino and Deputy Prime Minister Manuel "Mar" Araneta Roxas along with the other Liberal Party members. Meanwhile, we may have either Bagumbayan as the Opposition Bloc led by Opposition Leader Richard "Dick" Gordon.

Just reading the GRP article written by Benign0 really makes me think of how clueless the guy is. He doesn't even bother to do a basic analysis of countries doing better than the Philippines are mostly parliamentary countries with free trade policies. Why do you think Noynoy had a long history of (as GRP would say it) suppressing the truth? It's because the transparency of the presidential system is really a joke. How often was Noynoy subjected to questioning? How often did Noynoy speak? It was mostly during the SONAs. Where was the question hour between the Government and the Opposition? You can really hardly answer those questions because they BARELY happened. How often did Noynoy get scrutinized anyway? It's as said hardly as President Rodrigo R. Duterte was scrutinized.


However, a parliamentary system operates otherwise. It's because everyone from the Government and the Opposition is required (unless hindered by valid reasons such as recovery from sickness or medical procedures) in the Weekly Question Hour. You can imagine how Noynoy as the prime minister and how the Liberal Party as the Government will be scrutinized WEEKLY. Yes, I'm talking about weekly scrutiny which will force the Liberal Party as the Government to straighten up. Noynoy as the prime minister is responsible for determining the general direction of the government. However, the Opposition Leader is responsible for questioning the government and hold them accountable. Stuff like DAP/PDAF, Yolanda funds, MRT/LRT deterioration and the like will be much easier to monitor. I would say that Noynoy and Joseph Emilio Pabaya got so lax with the MRT because of a lack of scrutiny. A parliamentary system would've forced Pabaya as the Minister of Transportations to straighten up. Instead, Pabaya's decline and becoming a pabaya was a result that the presidential system's scrutiny in itself is very pabaya.

Noynoy would be forced to be transparent about everything to the Opposition and vice-versa. Noynoy would have to reveal what his next plans are and be willing to listen to them if he were Prime Minister instead of President. Noynoy would have to present his agenda and defend them. If he's wrong then he must be willing to admit he's wrong about it. All that was impossible because Noynoy was under the presidential system where presidents tend to get too much freedom and impeachment is hardly a threat. However, a vote of no confidence is more threatening than a presidential impeachment trial since the procedure itself can immediately happen live on air. A vote of no confidence is called upon by the legislative when they lose confidence and not only when a Member of the Philippine Parliament does a crime.
