Does Neri Colmenares Know The BIGGER Picture Why The Marcos Years Weren't The Golden Years?


Before you complain about martial law - do some research first about what it means. Martial law is defined even by the 1987 Constitution as follows:

Section 18. The President shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion. In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law. Within forty-eight hours from the proclamation of martial law or the suspension of the privilege of the writ of habeas corpus, the President shall submit a report in person or in writing to the Congress. The Congress, voting jointly, by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President. Upon the initiative of the President, the Congress may, in the same manner, extend such proclamation or suspension for a period to be determined by the Congress, if the invasion or rebellion shall persist and public safety requires it.

Which is if you understand it - martial law in the current democratic laws has it that the president CANNOT declare martial law WITHOUT the approval of the legislative. I wonder does Colmenares even do his homework or he's just a whiny brat? Under a democratic setting - martial law is sometimes declared in a real state of calamity such as invasion or rebellion within certain areas. Okay, I don't like the idea that President Duterte dared Maute but I guess Maute was really serious about attacking. President Duterte went to Mindanao during the ops and the military was already prepared to deal with the assaults. President Duterte returned home from Russia. Here's an example of a constitutionally declared martial law.

Meanwhile, I remembered hearing what my elders told me about how the Marcos Years weren't the golden years. Massive debt, massive inflation, and not to mention CRONY CAPITALISM was very rampant. Colmenares keeps whining about Marcos but he, like Marcos, supports crony capitalism which may just be a fancy word for economic protectionism. The Marcos Years weren't among the country's darkest times not because the president declared martial law but it was a sudden, nationwide declaration of martial law. Ninoy Aquino may not be a hero but many of his speeches did consider how Marcos suddenly declared martial law for absolute power rather than the protection of the people. Did Colmenares even get what really happened during the maria law years? 

Spox Salvador Panelo gives us the biggest reason to why the Marcos Years weren't the golden years. Declaration of martial law without state approval or proper control is one. The other is that the enforcers of martial law ABUSED their powers during the time of the Marcos Years. Martial law only becomes wrong when it's declared indiscriminately and to abuse one's power. You can think of how Marcos' declaration also extended his term and elections were suspended. President Duterte declared martial law in Mindanao but elections went on as usual. Does Colmenares even see the difference?
