This is the real problem of many Filipinos for so many years -- way back even before the regime of Noynoy Aquino. At least, Noynoy has the decency to pick his trash up but what about those who attended the Luneta Park Christmas Eve celebration? With New Year around the corner then you can expect more mess in welcoming the new year.
I may not be supporting Florin Hilbay especially with how this guy lacks common sense in many areas but he had EVERY RIGHT to call the Philippines a "baboy nation". At least, he's not blaming President Duterte for this problem and neither should Noynoy get the blame too. This is a problem of many Filipinos with the culture that just hates to follow simple guidelines such as simply cleaning up your mess before you go or throwing your garbage at the proper place.
So how do progressive Asian countries maintain their progress aside from free market economies over protectionism? It's all about discipline. Reasons why I admire Japan, South Korea and Singapore so much is their garbage disposal policy. No, making you pay for littering is not criminalizing littering. A civil offense is when you do something wrong but you don't spend jail time such as an illegally parked car -- instead you pay a fine for doing so. This is what the Philippines really lacks -- proper enforcement similar to Singapore which could have turned it into a real fine country.
The amount of garbage left in Luneta Park could've also been avoided if those celebrating just threw them at the proper place. What makes me amazed to think about festivities in other countries is that they always throw their garbage at the proper place. You can see people who are properly lined up. Also, the Philippine government shouldn't wait until people stop littering before they set reasonable fines for littering your garbage just anywhere. Littering will never stop or be greatly reduced unless there is proper law enforcement to make sure people don't litter. Just because it's a festivity doesn't mean there are no rules to follow. After all, you've got to line up for a buffet or obey a no leftover policy, right? The same goes for cleaning up before you and throwing your garbage at the right place.
Here's what I suggest. I would really make people who love to litter do community service. It should make them understand how difficult it is to pick up garbage and make them think twice before littering. I would really love to see those who threw their garbage here and there getting punished by being made to clean their mess up. This is one way to make a culture of accountability that since I messed it up then I clean it up -- the same will apply for others!
