Democracy or democrazy?
Some people tend to call me a dictator because I propose for a disciplinarian government along with the fact that I applaud Singapore as one model for progress. Aside from my posts on having a well-balanced economy - I would also propose it's time for the Philippines to really learn discipline. I would like to address the fact that the Philippines cannot really expect progress unless people first learn to follow guidelines. If you observe day by day, a lot of Filipinos do not practice any discipline. Do observe how many of them just throw their garbage anywhere in contrast to those who throw their garbage in the right places. You can see how reckless driving is very rampant no thanks to loose traffic enforcement. Go to the government office and you can see people who refuse to line up properly and workers who refuse to do them properly. In short, it's all a result of not following guidelines.
If the government starts implementing policies that make the Philippines a real fine country like making civil offenses like those misdeeds mentioned above, just think how much progress will happen. Just think what if people got also fined for littering, vandalism, wasting water, public smoking and the like? I would really think that it discourages bad behavior as it should be discouraged. I am not saying that the current constitution should criminalize everything like lock people up for littering garbage anywhere or spitting in public but rather, fining them would at least be a reminder. Jailing should be done for habitual civil offenses but not to be locked up with people who did criminal offenses. I could care less what idiots like Etta Rosales will have to say about discipline because they are a bunch of idiots who don't uphold human rights but only a culture of impunity. Learning to follow simple guidelines is indeed a real straight road to progress and not the stupid Pwede Na Yan system.
Do I say democracy is really evil and that the Philippines should become a dictatorial state? Not really, I don't support a despotic reign either. The problem of the Philippines is not a democracy but a kind of democracy that ruins the country. Democracy is defined as a government by the people, for the people, and of the people. In the Philippines, the problem is that the majority of the people are stupid people who think they are smart and the smart ones who are frequently put down by stupid people. I have experienced it that whenever I try to post an intellectual post and quote intellectual people, they say I am stupid and that the people I quote are stupid. It's incredibly funny how people who call me stupid may turn out to be high school dropouts and losers in life.
The Philippine version of democracy as of late is best called a government by stupid people, for stupid people, and of stupid people. So it turns out Lee Kuan Yew didn't say it or did he? Even if Lee didn't say it but it can't be denied Filipinos themselves can see the problem isn't democracy but a democracy without restraint. Granted, I'm just a nobody so I was probably misled by that statement! The result is you get a government that buys the people, poor the people and offs the people. Because whoever is voted is the winner no matter how stupid he or she is - that person gets the seat in power. When you think about it majority of the Filipino people are to blame for bad politics. But what's the root cause then?
Any good authority figure will do what is right for the country even if the whole country will turn against him. The problem with the Philippines is that most of the politicians are bootlickers and crowd-pleasers. When people continue to want economic overprotectionism the government is most likely to give it instead of weighing the consequences for the long run, such people only think of the economics for the short run. The same goes for why squatters are getting their rights to squat - it's no thanks to that most people in the Philippines choose to be squatter-brained and that they support squatters as merely "informal settlers" when in fact they are a serious problem. When a good leader does not obey the voice of a majority decision that makes a country go bad - it's not that he is a dictator. He's a leader who truly cares about accountability and responsibility.
A parliamentary system can instill better discipline than a presidential form of government
What I would suggest is now to shift to the parliamentary form of government. One can argue that China is presidential and it puts away its corrupt officials. One can argue that South Korea has transparency when it's presidential. Sometimes, some people just think, "Let's just remove 60/40 and let foreign investors in! Never mind parliamentary and federalism!" However, China is still very much plagued with corruption. Sadly, China has been more focused on treating symptoms than addressing the root cause.
Why would a parliamentary democracy be more effective if you ask me? One can consider the success of the Westminster system. One can consider the success of the Philippines vs. the success of Malaysia. Just think that the Marcos Regime was a presidential regime for 20 years. Mahathir Mohamad and Lee Kuan Yew gave their respective countries decades-quality rule under a parliamentary system. A parliamentary system would greatly change things. One could consider how the Westminster system has the two-way system which would introduce the Government and Opposition (majority and minority) with very defined roles.
There are many mistakes that could've been avoided by both Noynoy Aquino in his quest for Daang Matuwid and President Rodrigo R. Duterte in his quest for change. Both of them however have made similar mistakes. President Duterte should've immediately removed Nicanor Faeldon and Noynoy should've immediately removed Joseph Pabaya and Alan Purisima. Also, President Duterte tends to be reckless and Noynoy tends to be too lenient at times. If you think about it that you can't blame everything wrong on them either. I think blaming Noynoy for the MRT is stupid since the fault should be that of Pabaya. The current fiascos by Faeldon should be blamed on Faeldon - not President Duterte.
Now how would these two guys actually fare as prime ministers? Maybe, Prime Minister Noynoy would either be more careful because he would have the Opposition after him. Maybe, Prime Minister Duterte would have to watch his language too because of the Weekly Question Hour. Prime Minister Noynoy would have another term to complete his projects. If he wanted to cancel anything out of spite or not - he would have to explain why he's canceling something. President Duterte would have to be lectured about budget constraints by the Opposition. Both of them have their pros and cons. I mean, Noynoy did improve the economy though he tends to be overly lenient. President Duterte is continuing some reforms but needs to be lectured on budgeting.
The Westminster Parliamentary system would eventually set very rigged rules during a legislative hearing. The executive is just right there getting ready to be grilled! You can consider how a parliamentary system would instill discipline better. One of the biggest problems of the parliamentary system is that it allows politicians to Talk Ng Talk without ceasing. Take for example Antonio Trillanes IV just talks and talks a lot. However, a parliamentary system would really give everyone a fairer chance to talk for both the Government (Majority) and Opposition (Minority). Everyone gets only 7.5 minutes to talk. That means privilege speeches are given to all participants in the weekly debate.
You can imagine the scenario where the Government Bloc (let's say PDP-Laban and Liberal Party) and the Opposition Bloc (Nacionalista and LAKAS). You have Prime Minister Duterte, Deputy Prime Minister Leni Robredo, Opposition Leader Trillanes, and Deputy Opposition Leader Grace Poe-Llamanzares in this imagined scenario. This would be a 7.5 minutes only per person debate. Everyone has to wrap it up as soon as possible to give everyone a chance. That means both Leni and Trillanes will have to get to the point and be very well prepared. They have to show everyone how they are capable and to boost confidence in the Filipino people. An orderly debate process is strictly enforced. It will be aired live and walkouts will mean the people losing confidence in that legislator.
Under a parliamentary system, butterflies are also not allowed. Some people say parliamentary won't work because of too many balimbings. From what I heard, the parliamentary system discourages balimbings. People get their merits deducted for shifting from one party to another. I find it annoying at how candidates in the Philippines are like chameleons - they change colors so fast. I heard that the late Ninoy Aquino himself was once part of the Nacionalista Party before being part of Liberal and LABAN. I also noticed that Alan Peter Cayetano was part of Nacionalista before becoming President Duterte's running mate. Also, wasn't President Duterte (if I'm not wrong) once a member of the Liberal Party since he did help both Noynoy and Mar Roxas in their campaign back in 2010?
Maybe, a moderate form of caning or paddling can be used for certain, selected offenses
I also suggest it's time the Philippines should really practice caning by different degrees depending on the punishment. Having been spanked whenever I am naughty as a child has helped me become a more decent person in the future. The stupid DepEd officers should really consider why discipline is so bad in the DepEd schools and in so many public schools where school fights are becoming the norm. The statement is, "Spare the rod, spoil the child." and that's what a lot of Filipinos are lacking now, the rod of correction to be whacked at the seat of education. The constitution should really stop its softie behavior, oh I'm the poor victim view and instead cater to what most Filipinos lack and that is discipline. I don't care about the United Nations, European Union or any of those sissy international meddlers say that caning is wrong. I can agree with that statement if caning is being used indiscriminately.
There are guidelines towards how to cane and how not to cane. Caning in the Middle East is wrong because of how it doesn't regard human welfare. On the other hand, Singapore still has strict rules such as the use of padding or there's a caning room. Also, people to be caned should be physically fit or that there's some padding to protect the prisoner. I really think Michael Fay had it coming when he did massive vandalism. It would be a message vandalizing other people's property carries a hefty price. Though the offenses related to caning should be defined. Minor vandalism or minor theft shouldn't warrant a caning. However, offenses like massive vandalism or causing a riot can be a ground for caning. I think those members of activist groups seriously need to be caned for all their vandalism. Singapore and Malaysia are very orderly also because of caning.
The alternative can be paddling. I think using a paddle for minor vandalism or theft over caning is reasonable. The purpose behind being spanked is just like a parent spanking a child. This spanking is meant to be painful enough to teach a lesson but not to bruise the child. Though I'd like to combine the two depending on the situation. Minor offenses call for paddling and the cane shouldn't be in the school. Caning itself should be reserved for civil offenses outside the schools.
I would also suggest corrupt public officials themselves can get a caning. Private citizens may get the privilege of a private caning (no need to shame them). I think public officials should be publicly caned. I think caning public officials for charges of graft and corruption can be a good measure to discourage graft and corruption. Even better, Filipinos can be invited to watch these politicians whacked at the buttocks. Just imagine if those lousy officials past to present were all spanked in public. This would probably discourage people from thinking that being a public official means you can do what you want.

DeleteThe Philippines, before the colonizers came, had it's own Code of Laws, Code of Ethic, Alphabet, Religion and Culture. Although no longer in use in the country, some groups of Indigenous people still use them in their own circle. It is being practiced by the Tiruray Tribe in the mountains of Cotabato, Southern Mindanao, Phil..It is a noble culture which is the real essence of the Filipinos as a people. It would be best to go back to the old tradition to heal an ailing nation. It's not easy to learn a new system of government but going back to its roots is worth trying!

DeleteCaning is not harmful? Yes, it is, it causes long-term psychological harm. It is degrading and it injures dignity, feelings and self respect. Experts have pointed out it can lead to anxiety disorders, depression, and aggressive and anti-social behaviour in later life, especially if it concerns minors. There are more civilised ways to teach people obedience and discipine. In most European countries corporal punishment is forbidden, and it has not led to a decrease in discipline or obedience. Caning is not the answer to complicated social problems, so let's face those problems and solve them in a more effective and humane way.
ReplyDeleteI believe in corporal punishment as a last resolve if the person no longer listens. But other than that, of course there's other ways to manage misbehavior and hitting should be the last resort.
DeleteBeing disciplinarian is not synonymous to being a dictator. Discipline follow a certain rule before imposing punishment without prejudice and should be objectively imposed. Dictator imposes rules foolhardily to show his power over his constituents with no objective consideration of the rule of law. Caning for me is not the appropriate way to discipline a wayward individual.. Discipline begins at home. Educate Filipino family on the importance of discipline and let them know explicitly that every violation has a consequent punishment or penalty. The goverment should respond to every offense seriously applying rule of law.

ReplyDeleteWAIT! Hold on. I'm not from PH, I'm in Europe and reading this is crazy. A democracy has nothing to do with more or less discipline. A democracy can also have rules that you need to follow. You will still have a police and a system that works and pushes development forward. If people do not follow those rules, they will be penalized. It has nothing to do with democracy. Just compare with other countries in the world. Not China. Countries with better living standards then that.
ReplyDeleteTo talk negative about the people you are about to lead is not good and serious problems will follow in the future. Think for a minute. What is a good boss? The important part is choosing a leader who is able to set up rules for the people that people will follow because it's what they trust. Not someone who is against the citizens like this person, because it will make your country miserable. This doesn't mean to let the citizens off easy.
Caning should be forbidden. Period. There is so much research on how any kind of violence is bad. It will lead to the opposite of what you want to accomplish. What you guys need is education. Your citizens are uneducated. Education will help you in long term with all that you are asking for. Caning is a short term solution that will work to make people do what you want in the moment, but it'll hit back on you hard because they won't be happy with you in the future. You should want a long-term solution.

DeleteI don’t see any hope for the Philippines as most people don’t see themselves as the problem. Imposing a fine will just enable more corruption. As long as there’s widespread upstream issue with corruption, there will be no hope for the downstream people who would have the mentality of “if they’re doing it, why shouldn’t I do it as well”. I think inflicting pain is a more effective form of disciplinary action.

DeleteLee Kuan Yew made Singapore a wealthy city-state, absolutely, but this was more owing to a unique combination of factors which is not easy to replicate than to the introduction of corporal punishment. Lee could not have succeeded had he not resolved high unemployment, mainly by boosting the economy , seeking advice from western economists and attracting huge foreign investments. At the same he cracked down hard on any form of corruption at any level of society, by giving great power to the Corruption Practices Investigation Bureau. He tolerated religious practice, but did not tolerate any form of evangelisation, or meddling in political affairs. Furthermore he introduced population policies, financially forcing couples to have not more than 2 children, so as not overburden the developing economy. Try introducing those measures in the Philippines, well, first of all one would need an enlightened leader with a greater power base and near absolute power, who had the authority and the trust to enforce unpopular measures on a large scale. One would also have to decrease the influence of the Catholic church in this country, which would entail a huge power struggle with the cardinals and the bishops. It seems to me that to make the Philppines prosperous like Singapore you basically need 5 things: 1. Putting democracy on hold for a couple of generations and accepting a despotic leader with near absolute power, being prepared to accept many unpopular and difficult decisons 2. More free market economic development by freely accepting and ecouraging any foreign investment on a large scale 3. Crack down on any form of corruption, at any level, 4. Putting in place a strict population policy, accepting only 2 children per couple so as not to let the population grow any further, and 5. Largely silencing the Catholic church, forbid the church to interfere with politics in any way whatsoever. Personally, I don’t see these changes happening any time soon in the Philippines.

DeleteSo, i am a foreigner. I visit the, Philippines often and love it. Some things, I would like to point out concerning Discipline and Democracy. I am a U.S. citizen and Democracy has now followed Communism in the fact, while the economic principal of both governments looks good on paper, it does not take into account reality and human nature. Democracy is a joke and stupidity is world wide and not just in the, Philippines. All a democracy is, is a popularity contest. Nothing more and nothing less, that is it. I think a bigger concern is...just the culture in general. Which goes hand in hand with the education. A democracy WANTS a LARGE amount of uneducated voters. It only benefits the people in power. They do not care if you are in poverty. They do not care if other countries use filipino/filipinas as little more than slave labor. They do not care that your education system, health care or general quality of life is horrible. They only care about power. While Discipline IS important, one thing the culture is HORRIBLE at is the continuation of poverty. Parents NEED to stop expecting their children to financially assist them. A job of a parent is to ENSURE that your child does better in life than the parent. It is just a horrible cycle. Each generation keeps paying the older generation...no one gets ahead. An entire culture is ensuring it's children to certain poverty EVERY SINGLE GENERATION. Another issue with the culture...NO ONE plans for the future. Only the present is of any concern. Someone would rather make 2,000 pesos in a day than doing the same job making 1,000 pesos a day for a week (this is just an example). So many people are so short sighted with every choice that all it does is cause more problems. It is good to be proud of your culture but...being so proud that you ignore the problems isn't doing anything for anyone. It is sad that filipinos/filipinas would rather be slaves in other countries making little better than chump change than trying to stay at home. That's bad that every person, I meet would LOVE to leave the country....and yet they are proud of their country.... see the problem? Your government doesn't give a shit about you and all they do is encourage a culture that gives them power. They want filipinas to pump out 2,3,4,5 kids without a father and no money. That just makes sure they have more idiots voting for them. I have meet A LOT of awesome filipinos but as a whole....the culture is horrible for it's people. If you endorse this culture you are doing nothing more than making sure the country stays a 3rd world country that the rest of the world uses for slave labor. These culture choice that filipinos make every day do nothing but harm them. Have your own culture....but for god's sake.....teach your children how to save money. Stop demanding that all 10 of your kids financially take care of you. THAT is not a good thing...that is no regard for your children and little more than slaves that are related to you. BREAK the chain and educate yourselves. For Christ sake...CONDOMS/ Birth Control is a GOOD thing. Stop using a perverted sense of religion to get young women knocked up because they are sent out by their family to make money...so then she gets pregnant...then pregnant again...then pregnant again.... it is disgusting. Those poor women...ALL BECAUSE a family wants them to make money so they don't have to work....
ReplyDeleteTo add on to my comment...you don't need to cane people. You used, Singapore but......skipped over MANY other countries that do far better. What about, Japan, South Korea, Switzerland, Iceland, Canada or the VAST majority of 1st world countries? Cleaner, HIGH educated, Polite and wealthy. Ensure your children are educated, plan for the future and don't just keep having babies to make a man happy or because your religion doesn't approve of birth control.

ReplyDeleteOne advantage of a single-party state is that government policy is smoother accomplished. Plus make it a mass-party system, it would make a good, effective bureaucracy, alternative to the political dynasties. Since local officials can be easily sacked if found out doing wrong.

It shows the picture of Lee Kuan Yew giving the impression it's him who said/wrote it, but it's just the quote that's from him but the rest is an interpretation of what whoever wrote it thinks it means. "canning in public school? With illustration of a person showing his butt? "Those who are weak, let them commit suicide and that is for the good of the country?" "Calling Filipinos stupid? You can have discipline without democracy while I believe no true democracy can exist without discipline. After all, discipline protects our basic rights and prevents freedom from being misused while it can still be enjoyed.
DeleteI am a visitor to the Philippines and on my third trip, I have family here and I am an Australian, from what I have observed in this country there are a number of factors that desperately need addressing.
ReplyDeletePollution is rife not only garbage but also air pollution from vehicles, two stroke engines need to be phased out and engines that are emitting smoke, the air quality is poor in traffic and thus will lead to heath problems.
Infrastructure needs to be improved, better wider roads and more trains not more buses.
Garbage is everywhere, education should start in schools not to litter, a garbage service is needed in the provinces, garbage bins need to be provided and people taught to dispose of their rubbish in the bins not just discard it onto the street.
In Australia we have introduced a buy back scheme for aluminium drink cans, plastic bottles and glass bottles, even if it was 50 cents here the poorer people and beggars would return them and apart from cleaning up the rubbish it would help feed them.
Plastic bags, drinking straws and all single use plastics need to be banned, sea turtles die from plastic bags as they think they are jellyfish, all plastic degrades and it ends up in the oceans, fish have been found to have micro plastic particles in their flesh. Each cigarette butt that has been discarded can end up in the ocean, a cigarette butt will kill a Dolfin as it is just the right size to block their air duct.
Public bathrooms need to be free and more abundant to stop urinating etc in the streets.
A better health system is needed to care for people that are sick and need help, at present it's a user pays system, my own wife's father died as he couldn't afford urinalysis at the age of 53.
The Philippines is known as a haven for paedofiles, penalties for them should be severe and need to be monitored from other countries so that they are not allowed to enter the country.
Your president has done a great job in attacking drug problems in this country, it's the curse of a modern world.
Divorce is outlawed in this country which is now causing Filapino men to convert to Islam and Isis are giving them money.
Although contraception is not banned it should be made more readily available to the poor, there is nothing worse than a child born into poverty and starving.
In closing I apologize if I have offended anyone with these comments.
Philippine Government needs to spend more in educating every Filipino student about love to one's country and to his fellow citizens. Discipline will only be practiced well when one is in love, that cares common good. Reward and punishment system is effective only when you lay down first the foundation, which is that one is well informed about his love and responsibilities to his country and fellow citizens.

ReplyDeleteCorruption at all levels and the "pwede na yan" system has been entrenched at the very fabric of the Filipino culture that I'm afraid it will take many generations if at all to make significant changes. Hence the rich get richer and the poor, well they've been marginalized.

Changes and progress can only be accomplished if the people and it's government has the discipline to make it happen. And at this point it looks like business as usual.
Agree Filipinos needs immediate having self discipline. Corruption should be punished.

Why blame Filipinos of what is happening,even if all Filipinos have discipline,it doesn't make any difference if the government is corrupt,stop blaming all Filipinos and calling them stupid... Before comparing Philippines to Singapore,think of the Area and the number of population.Are they the same.....Thanks Filipinos have heart to offer relief goods to neighboring provinces that are in need of help thus they're not that stupid...I love my country Philippines....

Yes, I'm aware of Filipinos who offer relief goods whenever there's a calamity. Also, I didn't say all Filipinos are stupid. There are still smart ones. The article is meant to provoke the mindset because a lack of discipline is very prevalent at the cost of every Filipino who is disciplined.
