A Parliamentary System Will Easily Pinpoint The Education Crisis


I don't know if whether Vice President Leni Loud Robredo or Education Secretary Leonor Briones in the right or in the wrong. Though, under a presidential system, the transparency is hardly there. It doesn't help that both President Rodrigo R. Duterte and Leni Loud are from two opposing spectrums. I mean, if the Liberal Party is the Opposition then why is one of their members in the Government? Shouldn't Leni Loud be in the OPPOSITION where she belongs? Shouldn't Leni Loud step down and be part of the Opposition? Such is the case of the presidential system when the Government and Opposition aren't well-defined. Though, such won't be the case of the parliamentary when there are times when two or more political parties form a coalition government. That means both PDP-Laban and the Liberal Party must both agree to be the majority floor while other parties like Nacionalista and Bayad Muna must both agree to be the minority floor. It would make more sense for Leni Loud to be a Deputy Prime Minister UNDER a PDP-Liberal coalition in the case of plurality votes.

Though, I'd rather imagine the setting of PDP-Laban vs. 1Sambayan. Now, let's say that 1Sambayan was previously led by the late Noynoy Aquino. However, the Opposition Leader died of natural causes and wasn't beheaded in Saudi Arabia. Now, let's say that after some time, 1Sambayan decides to put Antonio Trillanes IV as the Opposition Leader. Now, it's Team DDS vs. Team Sundalong Kanin in the parliamentary system. So, how does it work to reveal the problem in the education system?


It's because every minister has a corresponding shadow minister. For example, Trillanes as the Opposition Leader is also known as the Shadow Prime Minister. Trillanes has his army of Shadow Ministers corresponding to the actual Ministers. Now, let's say that Briones must face off against Shadow Minister of Education Samira Gutoc. Gutoc starts to point this and that out in the crisis of education. Think that Briones opens up this and Gutoc opens up that. The responsibility of Gutoc is to question the current standards of Briones as the Minister of Education and to give alternatives. For example, Gutoc might say, "But the problem is, students are spending too much time crunching numbers but they don't see the value of mathematics in real life!" to counteract Briones who says, "I don't think we need to change anything in our math education."

In a parliamentary sytem, all areas are more transparent. It's because the weekly question hour will challenge the Members of the Parliament whether Government or Opposition to be transparent to each other. Both sides must be ready to face off and question each other. Just imagine how much the Philippine education would've changed. Instead, the current presidential sytem held us back way too long with the education system.
