No Improvement Under The 1987 Constitution Even If All The Dilawans Would Suddenly Disappear Or Even Drop Dead


The Dilawans may no have lost their relevance BUT do we even realize that they are just SYMPTOMS of a MUCH BIGGER PROBLEM? The real problem of the Philippines is that the 1987 Constitution is now OUTDATED and needs to be seriously upgraded. Some people are actually in favor of removing excessive economic restrictions but still, they want to stay in the Unitary-Presidential form of government. Economic policies are just one component of success. The other involves having either the right or wrong kind of government framework in running the country.

Let's just say that one day the Dilawans decided to migrate to Spratlys or they all dropped dead simultaneously. The problem is that the same system that allowed them to flourish still exists even without them. There's still the problem of other people such as the Marcos loyalists. Just because I don't like the Aquinos doesn't mean that the Marcoses are already automatically heroes. The plunder of the Marcoses is already known in history. Lee Kuan Yew even had a negative view of the Marcoses. The Marcoses were thrown out, the Aquinos took over and guess what -- there was HARDLY any improvement whatsoever!

Just think how did the Marcoses and Aquinos rise up into power? The answer is the PRESIDENTIAL GOVERNMENT. No one can qualify the late Ferdinand E. Marcos Sr. as a prime minister -- he was a PRESIDENT for 20 years! Unfortunately, his staunchest critic, the late Ninoy Aquino, whom the Marcoses vilify as not a hero, was right about how the parliamentary system was run. Ninoy mentioned that the president was a ceremonial figurehead or Head of State while the prime minister was the Head of Government. Unfortunately, some of the Dilawans just think Marcos ran a parliamentary and not a hyper-presidential form of government. Then it happened -- the Marcos system was taken over by the Aquinos and NOTHING MUCH changed either!

The bigger problem (and need I say it again) is the SYSTEM. The function of the constitution is to provide a framework. It's like an operating system for your PC or smartphone. It helps define the functions of how the government should work. Presidential systems run the government by the popularity-based system with winner takes all -- a government that's off the people, that buys the people, and poor the people. Parliamentary systems run the government with credibility-based systems where you truly have a democracy -- a government that's of the people, by the people, and for the people. It was the presidential system that allowed the Dilawan plague to happen. It would be the parliamentary system that would either redeem them or destroy them. It would redeem them if they choose to change their ways or destroy them if they don't. The same is applicable to the Marcoses too.
