I really have to marvel at how STUPID Senate President Tito Sotto is. But let's see how he'd fare in a parliamentary government? I don't care what position he will get whether he would be a Member of the Parliament or the next Speaker of the House -- I really can't imagine him playing Aquaman with the Philippine Parliament. Just hearing him talk about the fishes from the Philippines and China is just stupid. Any fish supposedly from China caught in Philippine territory belong to Filipinos. Any fish supposedly from Philippine territory caught in Chinese territory belong to Chinese. The issue is more about ZONAL regulation than where the fish comes from.
I can't forget how Sotto himself just displays his AMAZING STUPIDITY. Do you remember that stupid libel clause that he proposed in the anti-cybercrime law? I wonder has he even thought where are we going to lock people up if everyone shared it? What if there was no damage? There should be a case-to-case scenario to when people may or may not sue someone for libel. It's like if the person was making fun of someone online yet said libel didn't damage or nobody believed said person -- why should a case be filed? It's not like what Antonio Trillanes IV's libel case against Paolo Duterte or Maria Ressa's ongoing case against Wilfredo Keng. These two libel cases endangered somebody's life and granted that both Trillanes and Ressa are POWERFUL INDIVIDUALS (Senator and CEO) then the weight is much heavier than nobodies who spread B.S. on the Internet. It wasn't even life-threatening. It's like why should I care if people write bad about me? I could just IGNORE the trolls and move on and most of them are stuck in their echo chambers. Unfortunately, Sotto passing his law has caused more Filipinos to even become more onion-skinned than they are.

But what if Sotto were in a parliamentary system? Can you imagine what if today he were the Speaker of the Philippine Parliament and he spewed out his stupidity? Can you imagine if he were a Member of the Parliament proposing and spewing out idiocies? Can you imagine him at the weekly question hour? The weekly question hour is not for people who are onion-skinned people. There will be plenty of scrutinizing. Sotto's possible reason for writing an unjust cybercrime libel clause is most likely because very he's onion-skinned. He'd probably get grilled too much or he may even be voted out office because of his incompetence.
